Shift: Monday - Friday, 8:00 AM - 5:00 PM (40 hours/week)

Provides technical expertise in the development, analysis, design, construction, implementation, documentation and ongoing support of small to more complex applications for the Polk County Board of County Commissioners (BoCC).





  • Responsible for design, development, and testing of technical projects from system analysis through implementation and ongoing support and maintenance.

  • Performs analysis, design, construction, ongoing support and maintenance.

  • Conducts meetings with internal staff, vendors, and/or outside consultants for the design and development of cloud-based applications.

  • Works with internal experts to identify programming requirements for software applications and functional processes.

  • Assists users with the development of requirements, use cases, and technical artifacts from conceptualization through implementation.

  • Provides on going assistance to users with problems, questions. or other operational and software needs.

  • Performs technical work writing and maintaining cloud development platforms.

  • Writes programming code, test scripts, and technical documents from explicit or implicit requirements.

  • Assists other staff with coding and debugging of software applications and platforms.

  • Uses available development tools to identify and correct programming issues.

  • Creates test data for applications and evaluates test results.

  • Prepares and uses multiple development languages for all phases of program development. Works with internal users to explain functionality and results.

  • Trains departments/divisions in the proper usage of our applications, processes, and technical topics.

  • Provides oral and written reports to Information Technology management as well as other departments/divisions.

  • Maintains and enhances a working knowledge of required various programming languages, coding methods, data access methods, and operations requirements.

  • Responsible for self-education and general knowledge of new/improved hardware and software.

  • Creates usage and tracking reports for management to review.

  • Works with the Communications Office to review written content of new and revised content and functionality.

  • Works with IT management to gain approval of new and revised standards, frameworks, languages, other technical tools and standards.

  • Proofs and edits new development to ensure consistency, accuracy, and coverage.

  • Performs related duties as required.





  • Understanding of the cloud-based software as a system.

  • Understanding of principles of good design and development practices such as object- oriented programming and the use of design patterns.

  • Ability to assess strengths and weaknesses of current cloud applications.

  • Understanding of accessibility standards (WAI, Section 508, WCAG).

  • Knowledge and experience using modern web and cloud development tools and platforms.

  • Must be able to develop usable and accessible forms for user input.

  • Ability to work in a heterogeneous environment on multiple platforms and OSes.

  • Coordinate the retrieval of pertinent information from the application to end-users, as will as data persistence and records management.

  • Ability to carry out advanced browser functions, including real-time debugging and troubleshooting.

  • Ability to integrate multimedia assets efficiently into our applications and platforms.

  • Coordinate design implementation with departments/divisions staff - match desired outcome with technological feasibility.

  • Integrate new technologies into the cloud environment.

  • Maintain cross-platform and cross-browser compatibility so that applications are accessible from a variety of different platforms and devices.

  • Ability to understand and imbed Polk County’s brand, messaging standards, mission, and strategy into all supported applications.

  • Ability to analyze user needs for application and database design and development.

  • Ability to follow directions.

  • Ability to work independently, with minimal supervision and closely with other technical staff members.

  • Ability to train customers in the use/maintenance of systems.

  • Ability to communicate effectively both orally and in writing.

  • Ability to work as part of a team.

  • Must be able to clearly document and record user needs, and present these to management in a concise format.

  • Ability to see, write and perform data entry keying efforts.

  • Ability to sit for long periods.

  • Ability to concentrate on detail and sequential work tasks.

  • Graduate of an accredited four (4) year college/university with major course work in Computer Science or a related field. Will consider relevant work experience.

  • Two (2) years’ experience developing and supporting cloud-based applications via modern, common development tools, frameworks, and platforms.

  • Must have demonstrated analysis and design skills and modern, common


development tools, frameworks, and platforms..

  • Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.

  • A comparable amount of related training, experience and education may be substituted for the minimum qualifications except driver’s license requirement.





  • Special consideration to candidates who meet the minimum qualifications as well as having experience using any of the following products:


Languages: PHP 7 and greater, .Net 4.7 and greater, C#

Front-end and frameworks: Laravel framework, Vue.js, Tailwinds, Bootstrap

Containerization: Docker, Kubernetes

Cloud platforms such as: OCI, AWS, Azure, Digital Ocean,

Distributed Version Control System such as git

Database and data stores: MySQL, SQL Server, Oracle, Redis.





This position may be required to report for work when a declaration of emergency has been declared in Polk County.
