GENERAL DESCRIPTION:

 

Responsible for review of site plans for all new construction and inspections of properties to ensure compliance of City's Resource Protection Standards (Tree Protection Regulations) and Unified Land Development Code (ULDC). Specialized, technical responsible work relating to all phases and types of plans review for the City's Resource Protection Standards (Tree Protection Regulations) and code compliance. Pre-construction inspection and periodic inspections during construction as needed to verify tree preservation requirements are met. Work is performed under the administrative direction of Code Enforcement Manager.

 

 

 

ESSENTIAL JOB FUNCTIONS:

 

  • Assists all departments with City projects pertaining to green space.

  • Organizes and participates in community educational programs providing additional education on the value of the environment and zoning rules and regulations pertaining to the preservation of trees.

  • Verifies suspected diseased or dying trees scheduled for removal and provides possible solutions for preservation.

  • Inspects new construction projects and zoning improvements to ensure compliance with plans and specifications of adherence to laws, ordinances and the tree ordinance codes.

  • Secures evidence of violations and when necessary, prepares paperwork of the cases of violations of the Unified Land Development Code and other applicable regulations.

  • Advises and consults with builders and others in regard to approved design and methods used.

  • Examines all plans and applications submitted for all structures for compliance with the Unified Land Development Code and adopted tree ordinance.

 

 

KNOWLEDGE/SKILLS/ ABILITIES:

 

  • Knowledge of laws and regulations affecting land development, tree protection regulations, and zoning regulations.

  • Knowledge of tree regulations and environmental protection.

  • Knowledge of tree care, pruning and planting techniques.

  • Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.

  • Skilled in using computers for data entry, word processing and accounting purposes.

  • Ability to plan, organize and inspect work.

  • Ability to perform inspections and investigation work and to write clear concise and accurate reports and papers.

  • Ability to work to enforce regulations with firmness and tact.

  • Ability to present facts and recommendations effectively in oral and written form.

  • Ability to make long range plans, effective changes and develop efficiency and economy of operations.

  • Ability to establish and maintain effective working relationships with employees, officials and the public.

  • Ability and patience to assist the public in all matters that pertain to assigned responsibilities.

  • Ability to compile inspection data.

  • Ability to organize and communicate effectively.

 

 

 

 

EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:

 

 

 

Education and Experience:

  • High School Diploma from an accredited high school or possession of an acceptable equivalency diploma is preferred.

  • Two (2) years of minimum formal education in landscape architecture, horticulture, forestry or related field or a comparable amount of work/field experience.

(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)

 

 

Licenses and Certifications:

  • Possession of or ability to obtain a valid Florida driver's license by date of hire and be capable of obtaining a commercial driver's license.

  • Must possess Arborist certification within four (4) years of date of hire.

Physical Activities:

The work is moderate: exerting up to 50 pounds of force occasionally, and up to 30 pounds of force to move objects and up to 10 pounds of force constantly to move objects. Additional requirements include: balancing, bending, climbing, crawling, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.

 

Position requires operation of City vehicle.
