This is professional work conducting business analysis and supporting the Program Administrator to implement the County’s Land Information Management System (i.e. Accela), which serves as the software platform for the County’s permitting, plan review, inspections and
enforcement activity. This position reports to the Program Administrator in the Planning and Development Services Department, but is expected to work closely with internal divisions, Enterprise Information Technology Department, and other stakeholder Departments to administer and implement the Accela software platform
Conducts business analysis and supports the Program Administrator to implement the Land Information
Management System (i.e. Accela) for Sarasota County.
• Works closely with internal divisions within the Planning and Development Services Department, the
Enterprise Information Technology Department, and other stakeholder Departments to administer and
implement the Accela software platform effectively and efficiently.
• Requirements Gathering and Analysis:
• Elicitation: Works closely with stakeholders (managers, end-users, etc.) to understand their needs,
challenges, and goals, and document these requirements.
• Data Collection and Analysis: Gathers and analyzes data to identify trends, patterns, and insights that can
inform business decisions.
• Process Analysis: Analyzes existing business processes to identify areas for improvement and
optimization.
• Solution Design and Implementation:
• Process Modeling: Models current and future business processes to improve efficiency and effectiveness.
• Solution Design: Develops and recommends solutions that meet business needs and align with
organizational objectives.
• Functional Specifications: Creates functional specifications that outline how a solution should work and
what it should achieve.
• Stakeholder Management and Communication:
Communication: Acts as a liaison between stakeholders and technical teams, ensuring clear and consistent
communication throughout the project lifecycle.
• Change Management: Helps manage change within the organization by assessing the impact of proposed
changes, identifying potential risks, and supporting stakeholders through the transition process.
• Continuous Improvement:
• Monitoring and Evaluation: Monitors the performance of implemented solutions and identifies
opportunities for continuous improvement.
• Gap Analysis: Identifies gaps between current processes and desired outcomes and proposes solutions to
address these gaps.
• Other Important Responsibilities:
• Project Management: Assists with project planning, prioritization, and tracking.
• Risk Management: Identifies and assess potential risks associated with projects and proposes mitigation
strategies.
• Quality Assurance: Ensures that implemented solutions meet requirements and work correctly
Education and/or Experience: (as required for the job)
BS or BA degree from an accredited college or university in specific field of endeavor with some related experience.
Experience and/or training in process improvement, business analysis, change management, and information technology project management required. Experience in Land Management software or Community Development & Regulatory software.
Specific knowledge, skills, abilities and/or machines, equipment, special tools as required for the job:
PMP (Project Management Professional) certified. Experience in Land Management software or Community Development & Regulatory software.
Familiarity of building / construction trade, and/or local government permitting and inspections processes.
