ENGINEER MANAGER

Contract w/possible permanent $32.74 to $59.70 - Salary depends on level of experience

Involves highly complex and specialized engineering work. Duties include planning, coordinating, and reviewing the work of technical engineering applications submitted by consulting engineers engaged in the design and permitting of site development plans. Assists in the development and review of laws and practices relating to the National Flood Insurance Program and the continued participation in the Community Rating System. Assists in the review of development related permit applications and/or affidavits. Supervisory duties include reviewing and managing the work of subordinate Technical Team personnel and serving as the Technical Team Leader.

 

ESSENTIAL JOB FUNCTIONS:

 

Manages, coordinates and provides technical review of engineering/transportation consultant's design, plans, and specifications for construction projects, transportation studies and prepares review comments. Conducts specialized engineering/planning analysis of

 

complex transportation network systems and studies. Manages and supervises the preparation and review of transportation studies and projects. May assist with the development and updates to the budgetary estimates for the Transportation Capital Improvement Program. Assists in the development and administration criteria of the transportation studies as they pertain to rezonings, Master Planned Unit Developments, Developments of Regional Impact, and other developments as needed. Prepares project status reports and schedules as required. Assists in the preparation of in-house criteria and ordinances as they relate to transportation issues. Provides technical assistance to in-house staff and other departments regarding transportation studies and related issues. Provides technical assistance to citizen groups when requested. Performs related work as required.

 

 

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

Knowledge of the principles and practices of transportation planning and/or transportation engineering.

Knowledge of modern transportation planning and/or transportation engineering procedures and techniques as they apply to roadway projects, studies, and growth/development within the County.

Knowledge of modern developments, current literature and sources of information in the area of transportation planning and/or transportation engineering.

Ability to plan and direct the work of engineers, transportation planners, contractors, technicians, and clerical personnel.

Ability to give technical and professional review to a wide variety and large volume of transportation and/or transportation engineering plans and studies, and related documents.

Ability to present clear and concise reports, orally and in writing.

Working knowledge of Florida Department of Transportation (FDOT) standard specifications and indexes, and transportation requirements pursuant to Chapter 163, Florida Statues.

Ability to read and interpret complex transportation studies and/or transportation engineering reports and plans.

Ability to meet and work with the public, contractors, FDOT and consultants, make presentations, and reply to complaints.

Ability to meet deadlines and handle stress.

 

 

 

 

MINIMUM REQUIREMENTS:

 

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication.

 

EDUCATION, TRAINING AND EXPERIENCE:

Engineer I

Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering or related field. Must demonstrate ability to supervise and manage individuals, teams, and projects. Experience working with regulatory rules, standards, specifications and processes preferred.

 

Engineer II

Graduation from an accredited college with a Bachelor's Degree in Civil Engineering or related field and three (3) years of experience in the field of civil engineering; specifically in a regulatory or design capacity. Must demonstrate ability to supervise and manage individuals, teams, and projects. Experience working with regulatory rules, standards, specifications and processes preferred.

 

 

Engineer III

Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or related field and five (5) years of experience in the field of civil engineering; specifically in a regulatory or design capacity. Must demonstrate ability to supervise and manage individuals, teams, and projects. Experience working with regulatory rules, standards, specifications and processes preferred.

 

 

 

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Registration as a Professional Engineer in the State of Florida.
