The Project Manager/Estimator oversees the estimating process for our projects, analyzes project schedules, continually monitors job progress, and ensures that we perform our scope of work in the most efficient manner. The Project Manager/Estimator provides the field staff with the approved (“city-
stamped”) plan sets and continually updates the crews with any plan corrections, directives from RFI responses, and/or other revisions. He/she communicates closely with the Field Superintendent to monitor our projects as they progress, to ensure we arrive onsite prepared with the appropriate permits, plans, submittals, material, equipment, and manpower. The Project Manager/Estimator solicits, receives and reviews quotes from suppliers and subcontractors. He/she creates and maintains a procurement schedule (ordering schedule) based on communication with the GC’s and field staff to make sure material deliveries and subcontractors are scheduled appropriately, as far in advance as necessary to avoid any delays. If the above tasks are executed effectively, ‘fire drills’ will be minimal and infrequent.
Essential Functions:
• Reviews bid invitations and creates detailed takeoffs with cost estimates for wet utilities scopes.
• Requests quotes from suppliers and specialty vendors and reviews them for accuracy and conformance to the plans/specs.
• Reviews plans, specifications, and geotechnical reports and requests all information needed to bid each project prior to bid dates and/or RFI deadlines. Reviews the location of each portion of our scope to ensure constructability and analyzes the cost implications of where the work is located (e.g., work in the ROW, adjacent to structures, occupied buildings, etc.)
• Analyzes our scope of work, calculates durations for each phase, and estimates the cost of the necessary equipment.
• Prepares proposals for wet utilities bids on or before the bid deadlines.
• Sends RFI’s and provides recommendations to design-team (via the GC) to resolve any errors and/or ambiguities within the plans prior to commencing the work.
• Gathers product data from suppliers and prepares submittals as needed for each project.
• Sets up schedules-of-values for awarded projects. Creates procurement schedules.
• Procures all necessary permits. Assists superintendent to schedule inspections.
• Prepares startup checklists and gets the team prepared to start new projects.
• Assists field superintendent in preparing for mobilization.
• Orders material and schedules deliveries in collaboration with superintendent, ensuring the appropriate equipment is onsite for offloading deliveries. Schedules mobile crane services or other considerations when needed.
• Sets up, organizes, and maintains our electronic job files.
• Ensures all necessary vendor quotes are saved to each job file.
• Analyzes and controls job costs. Reviews vendor/subcontract invoices. Checks invoices for accuracy with actual order quantities and quoted pricing.
• Uses AIA documentation to submit RFI’s, change proposals (COR’s), pay applications, etc.
• Applies for permits and makes sure they’re received and activated prior to starting work.
• Coordinates our work with that of other trades. Coordinates fire riser locations with fire sprinkler sub and documents related correspondence.
• Reviews the plans, requests/gathers CAD files, control points from surveyors, and prepares our GPS layout
equipment. Schedules a professional surveyor when necessary.
• Manages continuous change throughout each project and analyzes the cost impact of any changes and/or additional work. Creates estimates for change proposals. Sends and tracks change orders.
• Communicates changes to the Field Superintendent and/or job foreman to keep all field personnel updated.
