Position Description:

This position oversees and manages the strategy and operations of the Payroll Department. Ensures that all staff are paid timely, accurately over two payroll cycles (semi-monthly and bi-weekly) in compliance with applicable state/federal regulations and Institute policy.

Responsible for ensuring compliance with payroll and tax regulations, payroll preparation/processing, tax reporting, and benefits-records administration. Position leads opportunities for payroll system upgrades/maintenance and system selections and implementations. Ensures compliance with company policies and incorporates procedural changes when necessary while implementing best practices and ensuring adequate internal controls. Assists in the development and maintenance of payroll controls to support the accuracy and integrity of the payroll information reflected in the Institute’s financial information.

Manages, coaches, trains, , develops and evaluates the performance of assigned staff, seeking feedback from personnel in other departments that regularly interact with payroll staff; interviews and recommends employees for selection; trains, counsels, disciplines and terminates personnel according to established policies and procedures and the application of independent judgment. Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing professional networks and participating in professional societies. Actively seeks out continuing education to ensure payroll and industry best practices. Must be knowledgeable and remain up to date on all relevant statutes and laws (state and federal) that relate to/impact payroll. Ensures employee confidence at all time by protecting payroll information and ensuring confidentiality. Ensures a continual focus on customer service to clients and other stakeholders. Identifies reporting needs and works with systems personnel to develop them.



  • Bachelor’s degree in accounting or related field or equivalent combination of education and experience.


  • CPP designation.



  • Minimum of seven years of payroll experience.

  • Minimum of three years supervisory experience.

  • In-house payroll processing experience

  • Outsourced payroll processing experience


  • Experience with foreign national/non resident alien taxation.

  • Payroll processing on multiple schedules.

  • Payroll system/HRIS implementation experience.

  • General accounting/finance experience.

  • Research industry experience.
