• Responsible for Quality Assurance and Quality control of Engineering, Construction, Pre-Commissioning and commissioning of Electrical, Instrumentation, Telecommunication & CP system for the Project. • Excellent understanding of the latest Shell concept of Flawless Startup Initiative (FSI) standard. • Develop Project quality plan, Method Statement, Quality Procedures, Inspection & Test Plan, and Inspection checklist for Procurement, construction, pre-commissioning and commissioning according to Project Quality requirements. • Development of all the required documents for the Project as per Shell FSI Standard such as FSI Implementation Plan, various QA/QC Plans. • Preparing weekly status report, two weeks look ahead inspection program, Daily Inspection Report and Monthly Progress Report to submit to Client. • Verify, inspect and witness all electrical components in substations (transformers, HV & LV switchgears, RTCC, Relay Control Panel, lighting DB, HVAC DB, 110V DC Battery charger. busbars, auto changeover switches, voltage regulators, UPS, distribution panels, MCC panels, DG sets etc. • Inspection& testing of HV & LV cables, Hi-pot test, precommissioning of transformers, generators, MCC, motors etc. • Testing of MV & LV Motor No load test (SOLO RUN TEST) Testing of MV & LV Power, Switch Gears, control cables, Local Control Station and Lighting Panel and Plant Earthing System. • Ensures that all commissioning activities are completed in a safe, efficient and cost-effective manner. Confirms/arranges suitable PPE is available to all personnel under him. • Directly involved in commissioning of sub-station’s Fire & Gas and HVAC testing (Dumpers, actuators etc.), CO2 system, Air Compressors, Inert Gas, HP/LP fuel gas, Firewater, Deluge, Utility and process trains in co-ordination with Operations. • Monitoring construction ITR-A and punch list progress, reply to construction TQ’s, • Execute tasks using CMS used on major projects ICAPS, GOC, CCMS etc. Co-ordinate Punch list clearance and sign off RFC. • Review Contractors OTP (Operational Test Procedure), Loop packages, Commissioning Dossier: Ensuring commissioning data, documentation and handover are in accordance with project procedures, and RFSU (Ready for start-up) certificate. • Responsible of all Instrumentation and electrical work Inspection and Pre-commissioning of the project • Communicating the Project safety standards, site rules and regulations as captured in the PMC / EPC Contractor’s HSSE plans to all personnel. • Monitor and enforce the adherence to the site standards, rules and regulations. Ensuring overall construction is executed in accordance with applicable specifications, drawings, codes and standards and to the requirements of the Contract. • Participating in regular on-site EPC Contractor progress meetings, at interface coordination meetings and attending other project meetings as required. Supervise and prepare the work progress, number of contractor personnel and equipment available on site and other related items identified in the scope of work of the EPC Contractor • Monitoring Contractor work scope is managed, controlled and risk assessed by the Permit to work.
